[aprssig] Kenwood D700 and anti-tracker functions

Seems like a weird name.  WHy not call it what it is...
an APRS-to-Waypoint converter?

It's a device (or program) that parses APRS positions and sends them to a
GPS receiver as waypoints so they show up on the map screen.
