[aprssig] UI-DIGI dupe

I hadn't spotted that.. good man (I was looking at the start of the  
packet)... hmmm EI3RCW-4 is 3.10b09, EI2WTD is 3.10b08 I wonder if  
there is slightly different behaviour or something else going on.
