Reception/decoding of KISS packets in SmartPalm is now working.
Next is the transmit code.  Anyone want to help test/debug/develop
please contact me.  Latest SmartPalm code is in CVS.  This is a
PalmOS APRS application if you're wondering.  No mapping.
