[aprssig] UIDIGI Firmware ID packet?

WHile monitoring raw packets on APRS yesterday, I saw
a packet from a UDIGI that looked something like this:

MYCALL>UIDIGI:UIDIGI 1.9

Which is just as bad as the HID packets we are ttrying
so hard to eliminate from other digis.  This pacekt is not 
an APRS packet and it is redundant to the proper way
to identify software versions in the TOCALL itself.  Such
as APNU19..
