[aprssig] Generic WIDE still works - surprised

I just got back from a trip through Middle TN running WIDE3-3 (no 
RELAY, no WIDE1-1) and seem to have gotten in just fine.

There was noticeably more APRS traffic heard while I was on I-40 
between Cookeville and Lebanon than in previous trips.

I wanted to rig the laptop and D7 to compare WIDE3-3 vs. RELAY,WIDE2-2, 
but I didn't have time to get it together.  Maybe next trip.
