APRS+SA uses Decimal Degrees but has a very handy and versatile built-in
"Coordinate Conversion and Map Capture" utility that even converts between
Datums, does UTM, and creates APRS position strings.

WinAPRS still uses Seconds instead of Decimal Minutes.

I sometimes use the slick APRS+SA converter to translate positions for
WinAPRS.  hi
