Maybe someday.  But I think for a few years we have 
to ENFORCE education and by that, we need to 
penalize abusive behavior.  Thus excessive paths should
be trapped at their source so that people will learn that
if they try to abuse the network, they might not get out
at all...

In other words, they have to learn and live by
the "golden rule".  And not the "ME-FIRST-and-everyone
else-be-darned" rule where one assumes that
everyone else will protect themselves from the
sender's abuse.
