 Connect to the census server via FTP instead of HTTP. In theory you can
then dwnload the entire directory (all Tiger files) at once. In practice,
their server had time-out problems and Ihad to be content with fetching two
or three states at a time, and then asking for the next two or three states.
Still beat all hell out of using HTTP and doing it per file!
