[aprssig] WinAPRS as IGate

Thanks for the reply Mark.

It seems pretty straight forward to me, but the guy that I am helping is
having problems for some reason.

This was my first look into WinAPRS. It seems pretty old; are you planning any
more updates or has development stopped?
