There used to be a good NorthWest APRS web page
summarizing the APRS Voice Alert concept:

This link is now dead, but we need one so that
people can clearly learn about this very valuable
APRS technique for spontaneous real-time voice
comms.

While on my 1460 mile drive from ALA to Iowa
and back this weekend, it was fun to meet other 
stations on APRS voice Alert.
