Basically the same thing available as a kit for $CDN14.95 (<$US12) here http://www.projectx.com/Kits/GelCell/UsersGuide.asp. The schematic and parts lists are also available there if you think you can build it yourself cheaper. I've had one for years and am very satisfied with it.
