Is this a current price or a prediction of price? If a current price, 
I'd like to know where these things are being sold. A complete tracker 
to me includes a radio (at least a transmitter, with enough power), 
gps<->radio interfacing, an antenna, a GPS and durable housing for all. 
The sort of thing you can attach to a person's backpack and it works for 
at least 12 hours without requiring touching and external power. And 
preferably can stand a little cold and rain.
