Not sure if there might be more than one version but my Alinco DR-135TP 
with internal TNC stays in data mode despite power off via the on/off 
button or loss of DC input.  It always powers up in data mode if it was in 
that mode on power loss.  I just verified this on the KC4ZGQ-10 IGATE.  It 
works great as an IGATE radio as long as you don't need KISS mode for 
digipeating.  Please note I have the system setup with the settings 
programmed into a memory channel.  So that may be the secret.  It may lose 
the mode setting if it is running in the VFO.  I did not test this since it 
is a simple matter to program a memory slot.

Now having said that I must note that it failed miserably as a tracker 
using the front panel GPS input.  It seemed to lose the GPS settings and 
would stop filling the buffer unless I reconnected the laptop and reset the 
settings on every start up.  This happened with regularity when it was in 
the car.  It did not matter whether it was left on or off. It seems to lose 
the capability when the GPS is turned off and needs reminding.
