At least the area West of the Rocky Mountains in the USA fits the definition
of a saturated APRS area above.  3 hop paths aren't needed or appreciated.
Rather we'd hope folks use WIDE2-2 or WIDE1-1,WIDE2-1 (simply WIDE1-1 is
sufficient for many users).
