Your filter says "give me everything within 250km of 32N/83W AND ALL
messages, objects, NWS, and items".  Filters are additive.  If you want
all messages, objects, NWS objects, and items within 250km of 32N/83W,
then simply use r/32/-83/250  For more information, try
