This station is not on findU now, APRSWorld reports it last heard on October 13
but does not show a raw packet, so I cannot look at this in any detail.

My guess is that it is not a digi...this (N) Digi is based entirely on the
user's choice of icons, and it is not uncommon for stations to choose the wrong
icon. In any event, it isn't causing any problems...
