Disregard:
I found that repeater offset is stored separately for Band A and Band B.
When I checked it I must have been on Band B.
It was 600KHz on band B, but zero on Band A.
Thanks for any trouble I put anyone to trying to figure it out.

In trying Bob's offset Digipeating, I have run into the following problem:
With the A band in the VFO position.  Even though the + or - is showing on
the display, the transmit frequency will not offset.  It transmits on the
receive frequency.  I have checked two of my D700s and they both act this
way.  It is not because the transmit frequency would be out of the band. I
have checked for that.  B band works fine.
Any ideas what I have set wrong?

"In fact, set up the radio for SPLIT operation.  The D700
receives area packets on 144.39 then digipeats them to 144.99
where the D7 inside hears them and yet you are not QRMing the
otehr users at all..
