[aprssig] Compromise WinLink object proposal

OK, here is the updated compromise proposal:

* Move the -WL to the end:  CCCCCC-WL 
* use W# if multiple WinLinks under the same call 
* FINDU accepts -W#
* Make it an OBJECT so it can be selected that way for display
* Encourage IGate operators to only gate-to-RF by explicit call
  or name of object.  Notice CALLSIGN below can be anything.
  Or one call for multiple WInLinks...

Actual packet injected into the APRS-IS:

CALLSIGN>APWL2K:;CCCCCC-WL*DDHHMMzDDMM.HHNWDDDMM.HHWa
PHGxxxx FFF.FFF-SS 1200b winlink.org

This will appear on the Kenwood D700 mobile display as:

CCCCCC-WL      <== very visible that it is a WL station
FFF.FF-SS          <== Frequency and SSID
 1200b win        <== 1200 baud
link.org               <== for more see winlink.org

Yes, the -SS is a stretch, but since it will be consistent
and global, it will only take about 2 seconds for everyone
to understand it as it will be well cocumented.  Also if the
originating callsigin is CCCCCC-SS then it will also be
visible there...
