What we need to be telling this station is this:

1)  The dial freq of his HF radio can one of many factors!
2)  It depends on whether his radio *can* be set to LSB (the default for
DATA)
or whether it can only set to USB, what *most* modern, lower-end radios use.
3)  The dial offset for DATA is arbitrary on every radio.  It depends on
what the
mfg decided to use as a reference for the TNC, Kantronics, MFJ, AEA, etc.
They are all different, and thus, the two tones are NOT the same.  My
FT-1000D
has several different settings which can be selected to match the tones of
different
TNC's, all of which affect the DIAL FREQ, *NOT* the TX or RX freq!
4)  Just becaue your radio is *tuned* to 10.151 doesn't mean that's where
everyone else is TX'ing!  So you won't hear them.  You need to figure out
where
you're listening, based on your rig's settings, USB/LSB, tone offset etc,
and
find YOUR dial freq that coincides with 10.151, FOR YOUR TNC as well.

You might be within 2kHz or so of where you need to be.
LISTEN for a bit and find the traffic - IT'S THERE!

Another problem is that since most rigs default to USB, you cannot TX
because the rig thinks your TX freq is out-of-band because of the tone
offset.  A simple fix is to mod the rig (usually by cutting a diode or
something
to enable out-of-band-TX).

Remember that 30m isn't open all the time nowadays, so you might think
that there's no one on when it's just a matter of being off-freq by a kc or
two.
B patient, tune around, and you'll find it.  Merely pointing your dial freq
to
10.151 isn't the solution, few rigs tune that way, especially on data, if
yours
even has a data mode.
