[aprssig] NWS SAME useful for APRS weather feed?

The data are now available in the various SVR, TOR, FFW and SMW warnings 
available via AWIPS and LDM.  This includes both the active counties AND 
the warning area polygon vertices.  These "routine" services are very 
reliable for our purposes.
