Don't know what IST is, but you can change the time zone for xastir (or 
any other unix application) without changing the time zone for the 
entire system like this:

$ (export TZ=UTC;xastir)

Works on Linux, Solaris, Mac OS X (and probably others; these three 
were all I had handy to test).

I can never remember which side of daylight savings time we're on, so 
for a handy UTC check, I do this:

$  date;(export TZ=UTC;date)
Fri Aug  5 08:32:04 CDT 2005
Fri Aug  5 13:32:04 UTC 2005
