[aprssig] how to implement 'No more relay' for dummies

While admittedly over-simplification, let me try my hand at condensing the
considerate operating practices we all need to implement to improve
throughput for all the users on our congested VHF APRS network.

1. APRS USERS: Simply set your digipath to only WIDE2-2 (do not use any
generic digipath containing any commas)

2. Existing APRS DIGI SYSOPS: update to enable digipeating on WIDE2-2 and
WIDE2-1 even if nothing else

3. In the USA at least, TRACE and WIDE and TRACEn-N and large values of
WIDEn-N are obsolete, and RELAY is strongly discouraged.

4. If you have determined this doesn't work or isn't enough for you, google
"fix14439" for help.

Yeah, I know, too simple. But something like this could help a lot of us
focus on what we should do to avoid poor operating practice.

If we do have any experienced APRSers who are also well-organized good
technical editors, a nice straightforward article for the amateur media
(including TAPR's PSR) would be very useful.
