Yes. So what if he clogged the network for a few hours?

Educate him/her, and thank them for stress testing your area network, and 
get on with life. I suspect some stale web site "suggested" how to set up 
his path, and that's what happened. It was important (to the orinator of 
the packets) to know where the payload ended up. It's not during the 
flight.. it's at the end when it's in a tree or field.. he wanted any and 
all relay/ digi's to help him located it.

That's my guess. Now if he did a balloon flight every day for a month more 
excitement might be called for :-)
