Well, it appears to be a much better setup than running RELAY, even
with the possibility of people adding WIDE1-1 later in their path
every once in a while. That's a user education issue that can be
worked as the instances occur. It looks like we're out of other
options until a better TNC comes along.

Fixed stations:
W2-1 One hop off digis
W2-2 Two hops off digis
W3-3 Three hops off digis
W4-4 Four hops off digis

Yep! I'd be game for trying this scheme out. It's better than what
we're currently using with RELAY,WIDE2-2 in terms of dupes.
The only sticky point is that W1-1 can't be used in any but the
first slot. Digi-ned rules could enforce that, changing it into a
proper path if necessary.
