[aprssig] Actually, the WIDE2-1,WIDE1-1 solution!

Whoa Nelly....

What happens when the digi in the next town digipeats a packet that is
W2-2?  it comes out as W2-1, and my home station will digipeat
it....along with everyone else's... not good.
