[aprssig] Version 1.10 of APRS-SCS is now available

Hi All
        Version 1.10 of APRS-SCS which is available at
http://www.tapr.org/~kb2scs

For those that do not remember/know what APRS-SCS is.
APRS-SCS is a 32 bit Windows based APRS client program.
That does APRS as APRSdos does.
It does what every other APRS program does. 

It has its own built in mapping system. A user does not have to buy 
or make maps. APRS-SCS displayes its maps in real time.
The call signs displayed on APRS-SCS are multi colored giving the 
user a visual clue as to what the symbol means.

What's new.
Cut the displaying time of maps 16 mile and higher map range in half.
Fixed a bug in the APRS Message function, Now the ACKS go out the 
correct port.
Fixed the setup/internet tab so now a registered APRS-SCS user can 
save his internet parameters correctly.
