Make it all GPL'ed and you'll be able to borrow code directly from
the Xastir project and many others.

Make it _any_ kind of open-source project and you'll be able to host
the whole thing on SourceForge.

Another option would be to take the Xastir codebase, convert the GUI
to another widget set (Qt, GTk+, or WxWidgets perhaps?) and then
create a native port for Windows.  Converting to another widget set
would be much easier than starting from scratch to write an
application.
