[aprssig] D700 in cold weather

I don't have any first-hand experience with the D-700, but my old TM-741
has never suffered any damage from the cold here in my part of
Wyoming. The other morning (after an overnight low in the single digits) I
had a little trouble with the tuning knob, but it went away after things
warmed up.
