[aprssig] ID requirements...

Perhaps there needs to be a parameter for 'polite' sharing of the spectrum
load?

Seriously, this may be a concern, if loads go high, have 'forwarded ID'
packets
knocked out by 'percentage'.

Time for a fuzzy logic weighted truth table....
