Bob, something to plan for are the "beltways" on the Interstate. By
definition there was supposed to be a beltway that ran around or outside a
major city, to route interstate traffic past the urban core. These roads and
the nomenclature for them became, uh, liberalized? So here in Long Island,
the Long Island Expressway is technically "I-495" even though it is a feeder
into 95, running through midtown Manhattan on urban streets<G> where a link
never was built, and not a belt road.
But...IIRC you've also got an I-495 down in DC or Baltimore. The
triple-digit roads may not have unique numbers, some plan might be made to
accomodate that in the form ###x with three digits plus a letter or two?
I have no idea how extensive the triple-digits are or if you can afford to
ignore them completely, just pointing out that not all interstate numbers
are unique to individual roads or single routes, something to take a look at
before you carve the spec in stone.
