[aprssig] Fixing HID problems on APRS!

I just looked through the stock TNC init files that are supplied with
UI-View32 and see no reference to the HID command so, provided the user is
NOT following the recommendation of running the TNC in KISS mode, the HID
command will not be changed without the user editing the init file. This is
very simple to do as it's just a text file but you are relying on the user
to (A) be aware of this issue and (B) actually go in and make the change
correctly.

KISS is really the way to go for most TNC's, in most situations, with
UI-View32. There are always exceptions of course.
