[aprssig] VARAtrack Update

I discovered a possible oversight in the Windows Scheduler settings in the 
VARAtrack image I posted on my Website Saturday afternoon.  I have now 
corrected it, along with updates to two utilities.   The new image, dated  
20april26, is now on my website.    Again, go to my web site at
