Notes from PSWS / TangerineSDR call of 10-26-2020

1. Scotty reports that the Rev. A pi-hat magnetometer boards have arrived
and are being assembled now.

2. Dave requested that we start a protocol specification document for the
TangerineSDR protocol - discovery, programming, data communication, etc.
Bill presented some powerpoint slides on what he has done so far describing
the protocol, and has already created about 80% of a detailed document.
This is probably a good start for a specification document.

3. Started discussion of the VLF receiver's proposed Cirrus ADC chip with
Jonathan. There appears quite a bit of roll off that may pose problems in
the desired frequency range (for example 100 KHz).
