[TangerineSDR] Article on cross-loop receive antennas

Attached is a short article on the crossed-loop antenna used for the 2015
ionospheric sounding experiments, documenting the as-built configuration.
It discusses the limitations and drawbacks of that design.

Then the paper discusses a long list of requirements collected via postings
on TangerineSDR and HAMSCI mailing lists, and received privately. It
discusses some approaches to an amplifier block diagram that may provide
some flexibility and configurability in approaching different performance
requirements. The document does not provide a useful design for general
PSWS use.  Before then a science needs and requirements analysis needs to
be done, and a specific design needs to be created.

Hopefully the document may provide a starting point for requirements and
design discussions.
