[TangerineSDR] Alternative to CIC filtering

Hi,

In looking at my copy of Dr Fred Harris' paper I was reminded that it was
provided to me under NDA and so I have emailed Fred for his permission to
share my copy with the group.

However a Google search led me to find his paper is already publicly
available at researchgate.net, from where you can download it for free.  So
I am under no legal or ethical limits in referring you to that site from
where you can obtain his paper:

While the abstract and most of discussion focuses on the spectral and
hardware efficiencies of his technique, for me the 2.4 dB improvement in
noise figure mentioned in the conclusion is of greatest interest.

I will be interested to learn if this has any relevance to our project.
