[TangerineSDR] Seeking your Review and Comment on Tangerine SBC Functional Specification

Hi Rob,

Just FYI, in the NSF proposal, Nathaniel calls the CWRU WWV receiver the 
"Standards Station Receiver" or "SSR", and the TangerineSDR-based 
receiver the "Scientific Software Defined Radio" or "SSDR".

I think these names fit perfectly with the function of each.
