[TangerineSDR] TAPR document - PSWS Objectives, Use Cases, Ancillary Uses - Ver 0.1

Attached is the first cut at the overview document for the project (PDF).
Thanks to Nathaniel who supplied the figures
and the document from which section 2 was extracted.

This obviously is going to need amplification, and probably more diagrams
in the Use case area.  Please send
comments and I'll incorporate.
