[TangerineSDR] PSWS Spec Ver 0.3, plus new document....

Attached is the PSWS System Specification Ver 0.3.

The implementation of the DE and Host functions is spelled out more
completely as functionality.
Have attempted to remove as best as possible the implication of hardware
implementation.
I goofed and forgot to turn off clear the changes from 0.2 before doing all
the edits. Word will
not let one update the table of contents if it has unresolved change
tracking, so I had to completely
accept all changes.

The document now references a new document:    PSWS Objectives, Use Cases,
Ancillary Uses
Which I am working on and will send to the list when the initial draft is
ready.
