[TangerineSDR] Magnetometer Spec updated V0.2

As a result of the TeamSpeak discussion last night, and thanks to Dave for
the links to the extender IC data, the Magnetometer Spec has been updated
to V0.2,
changing from SPI to I2C mode, plus related changes.

The revised V0.2 spec is available on https://tangerinesdr.com on the
documents page.
