[TangerineSDR] Clock Module ICD

The Interface Control Document (ICD) version 0.1 for the Tangerine SDR /
PSWS Clock module is attached (pdf).
It's pretty preliminary (the connector pinout and mechanical profiles are
still TBD, the exact choice of GPS and
Synthesizer devices is not finalized).

Even though it's a bit speculative at this point the format can provide
guidance for other ICDs needed.
