[nos-bbs] working IP access configuration

Oops, forgot the list ...

Yeah, I saw your access3c.rc, but it's not working for me. Mind you, I
did not use it in it's entirety. It's a 'tricky command' that I am still 
trying
to figure out how it works (internally), even though I'm the developer.

BUT I did NOT write that code from way back, ha ha ...
