[nos-bbs] NOSaprs IPV6 support

You can now connect to the APRS internet system over IPV6

Check out the development repo along with other stuff.

You won't see anything visibly different, it's just that
internally, the code will now try to resolve the APRS IS
server hostname in IPV6 first. If that does not work, it
will just revert to the regular IP name lookup.
