[nos-bbs] forwarding and at timers

I have 'mbox timer 0', to disable polling.

Then I am trying to use the at timers to kick off polling using - at 
now+0001 "MBOX KICK+" to kick off all forwarding partners in forward.bbs 
if there is something to be passed.

I have also tried at now+0001 "mbox kick n2nov+" to just kick off 
forwarding to N2NOV.

According to the manual if the callsign is lowercase it will only fire 
off a polling connection if there is something for that partner. But 
regardless of upper or lower case this 'at' timer seems to always fire 
off a poll.

Is there another mbox command that overrides this?
