[nos-bbs] bbs user sending email locally fails

Hi Maiko/all,

Is anyone having issues with the new changes on the BBS flag check added
recently?
I have a user who logs in and has bbs perms but cant SP mail to me or other
folks from the JNOS login.  Is this bugged or is there some means to escape
out of it wanting user to speak FBB here?

If i remove the 8192/0x2000 from user perms it works fine but then his bbs
cant forward now.
