[nos-bbs] The .usr file

Oops, forgot this part.
It's strictly mailbox and 'I think' it's annoying actually in that once
you LN (new) or something like that, that's it, you're done type of
thing, so you only get one chance.
Nothing at all to do with user authentication, just tracking what you
last looked at per area.
