[nos-bbs] AX.25 version

It's most certainly no where close to 2.2 - the direwolf author has
some very interesting comments on his github site, within source
file, ax25_link.c - which prompted me to go to ax25.net and seek
out the 'latest' specification with lowly looking diagrams.

The guys that write this stuff have my respect, like writing a PhD paper :|
