I can't reproduce it here either.

On Jnos I tried to C N1URO-14 and monitoring my stack:
ax3: fm N1URO-15 to N1URO-14 ctl SABM+
ax3: fm N1URO-15 to N1URO-14 ctl SABM+
ax3: fm N1URO-15 to N1URO-14 ctl SABM+
ax3: fm N1URO-15 to N1URO-14 ctl SABM+
