[nos-bbs] ax25 retries count doesn't work

Bob,

I was going to ask for ALL the ax25 parameters (sorry to ask you
for all of this), including the global ones (not just ax25, ifconfig
ax25 for the specific port as well). I tried it here, and was not
able to reproduce, but I don't know what parameters you got.
