[nos-bbs] Bleeding edge FBB protocol error 3 with BPQ

Using the bleeding edge fix apparently breaks forwarding over telnet with
BPQ.
After switching to the bleeding edge fixes, "mbox fbb 2" over telnet with
BPQ results in errors.
I've tried with and without "noiac". Same result.
In each case, JNOS reports "Protocole error (3)" (sp?) in the data stream
and "fbb protocol error" in nos.log. See below.
I have switched back to 2.0j.7v to verify that forwarding with BPQ works.
So far, I have received only one bulletin (a WP Update). But it was
received successfully. I'll continue running regular 2.0j.7v for a while to
capture traces of pre-bleeding edge transfers. Unfortunately, the remote
BPQ end only forwards once per hour.
Maiko: I'm not sure what information would be helpful. Log and telnet
trace of the post-bleeding-edge error and pre-bleeding-edge transfer are
below. Let me know what else you need.
