How many operators are actually running the expire module, perhaps that's
the bigger issue here.
But to answer the question, the expire module uses the ff_time value from
the ffblk structure read in when it parses a directory listing. It does not
look at ff_fdate, which I wonder if it should, it's just looking at hours
and minutes and seconds/2 type of thing.

I would say 'written' by the OS to disk based on the dirutils code.
